Polis University began in 2006 as the International School of Architecture and Urban Development Policies, emerging from work associated with Co-PLAN, the Institute for Habitat Development. Its first academic activity was architecture in 2006, followed by urban planning and management in 2007. The Albanian government granted it university status in 2012, enabling expansion into doctoral education. For Albanian bachelor’s and five-year integrated-program applicants, the university’s July 2026 notice directs candidates through the national U-Albania process for 2026–2027. It states that admission to the advertised bachelor’s and integrated master’s programs is based on the minimum grade average established by the responsible ministry. The first round required payment of the national application fee from 3 to 24 July 2026, submission of Form A2 from 27 July to 1 August, and enrolment from 26 August to 8 September. These dates apply specifically to that first round; candidates considering later rounds must use the official 2026 calendar rather than reuse them. The same notice says the two professional programs require a high-school diploma but no minimum grade average. Student Life & Environment

Student life is based at a compact campus on the Tirana–Durrës corridor. On-site amenities described by the university include a canteen, a bistro used as a social space, and two mini-sports fields.
