Sign up to see your chancesPolis University is a private, degree-granting university in Kashar, about five kilometres from central Tirana along the Tirana–Durrës highway. Founded in 2006 and elevated to university status in 2012, it concentrates on architecture, urban planning, design, engineering, computing, environmental management, and business. Albania’s national quality-assurance agency lists the institution as active and institutionally accredited from 19 April 2024 through 18 April 2028. Its portfolio spans professional diplomas, three-year bachelor’s degrees, master’s programs, five-year integrated studies, and an international doctorate in architecture and urban planning. The relatively focused subject mix may suit students seeking links among design, technology, cities, sustainability, and management. Applicants should distinguish between Albanian-market degree admission through U-Albania, direct graduate procedures, and Erasmus exchange arrangements, because each follows different requirements and calendars.
About Polis University
Polis University began in 2006 as the International School of Architecture and Urban Development Policies, emerging from work associated with Co-PLAN, the Institute for Habitat Development. Its first academic activity was architecture in 2006, followed by urban planning and management in 2007. The Albanian government granted it university status in 2012, enabling expansion into doctoral education. This background still shapes an institution whose academic identity connects the built environment with design, engineering, environmental questions, technology, and management. The national quality-assurance agency ASCAL classifies Polis as an active private university. Its current institutional accreditation runs from 19 April 2024 to 18 April 2028. This is important evidence that the institution is operating and recognized, although prospective students should also verify the current accreditation status of their specific program, especially where a program is new or has recently changed title. Polis is organized around architecture and design; planning, environment, and management; and research and innovation. Its Innovation Factory supports interdisciplinary work across design, technology, entrepreneurship, prototyping, and applied research. The university also participates in international cooperation and student mobility, including Erasmus activities. This is a specialized rather than comprehensive university: students looking for medicine, broad humanities, or a large natural-sciences portfolio will need to look elsewhere. Those considering Polis should compare the exact curriculum, teaching language, accreditation record, and professional recognition attached to their intended program.

How Admissions Work
For Albanian bachelor’s and five-year integrated-program applicants, the university’s July 2026 notice directs candidates through the national U-Albania process for 2026–2027. It states that admission to the advertised bachelor’s and integrated master’s programs is based on the minimum grade average established by the responsible ministry. The first round required payment of the national application fee from 3 to 24 July 2026, submission of Form A2 from 27 July to 1 August, and enrolment from 26 August to 8 September. These dates apply specifically to that first round; candidates considering later rounds must use the official 2026 calendar rather than reuse them. The same notice says the two professional programs require a high-school diploma but no minimum grade average. Successful applicants should expect to provide identity documentation, a secondary-school diploma and grade record, photographs, required declarations, and payment evidence at registration. Credentials earned abroad must undergo the applicable Albanian recognition process. Graduate admission is separate. University guidance says master’s applicants need an appropriate accredited first-cycle qualification, with foreign degrees subject to Albanian recognition requirements. Doctoral selection for the 2026 call involved evaluation of qualifications and an interview, at least two recommendation letters, English proficiency, and additional legal requirements for foreign qualifications. That specific doctoral deadline has passed and should not be treated as the next intake date. Erasmus incoming applicants follow nomination and exchange procedures rather than U-Albania degree admission. The official exchange page asks for nomination, enrolment confirmation, transcripts, a portfolio, B2 English evidence, and a passport copy.
Academic Experience
The 2025–2026 student handbook organizes study across professional, first-cycle, second-cycle, integrated, and third-cycle provision. Bachelor’s options listed there are Art and Design, Civil Engineering, Computer Sciences, Software Engineering and AI, and Business Administration. The university’s July 2026 admissions notice presents the same five bachelor’s choices for 2026–2027 and identifies Software Engineering and AI as an English-language offering in its current program material. At graduate level, the handbook lists Master of Science programs in Urban Environmental Management, Civil Engineering, Applied Design, Computer Sciences, and Business Administration. It also lists professional master’s study in Territorial Planning and GIS and Digital Architecture. Five-year integrated Master of Science routes are available in Architecture and Urban Design and Urban Planning and Management. An executive master’s in restoration, conservation, and valorisation of cultural heritage also appears in the handbook. Third-cycle provision centers on an international double-degree doctorate in Architecture and Urban Planning with the University of Ferrara. The 2026 doctoral call describes full-time research, joint enrolment at the partner institutions, evaluation of qualifications and an interview, and additional Albanian requirements for candidates whose home institution is Polis. Teaching is supported by facilities serving computing, environmental and energy work, construction materials, digital fabrication, photography, painting, and ceramics. The library provides physical and online resources, while the PITAGORA portal carries timetables, module registration, attendance, syllabuses, grades, and academic obligations. Applicants should consult the current program page rather than assuming every handbook-listed course recruits every year.

Student Life & Environment
Student life is based at a compact campus on the Tirana–Durrës corridor. On-site amenities described by the university include a canteen, a bistro used as a social space, and two mini-sports fields. Polis also reports cooperation with Tirana’s Asllan Rusi Sports Palace and participation in the National University Sports Championship. The 2025–2026 handbook describes a Student Senate, elected program representatives, working groups, and student clubs that address academic, cultural, social, and sporting matters. Academic and personal support is distributed across the Academic Secretariat, IT services, library services, and the Office of Student Support and Career Counselling. The handbook says students receive university email and Wi-Fi access and use PITAGORA for academic administration. Library membership is automatic for enrolled students through their student card. Students may also take part in applied and creative events; recent official activity includes the university’s anime festival and career fair. Polis does not describe accommodation as automatically included university housing. Instead, it assists students through a cooperation arrangement with the Fole Student Residential Center, certificates that may facilitate access to public accommodation in Tirana’s Student City, and information-sharing for privately arranged shared apartments. The student makes the final choice, and housing costs are separate from tuition. Incoming Erasmus students receive International Office guidance but must arrange suitable insurance and accommodation for their stay.
Location & Surroundings
Polis University is at Rruga Bylis 12, Tirana–Durrës Highway, kilometre 5, in Kashar. The setting is outside central Tirana rather than in its historic core. The university describes the campus as approximately five kilometres from the city centre and positioned along the main corridor connecting Tirana with Mother Teresa International Airport and the port city of Durrës. The location gives students access to Albania’s capital while creating a daily transport requirement for anyone living centrally. Polis reports public-transport connections and a supplementary university shuttle operating between the city centre and campus at specified morning, midday, and afternoon times. Its 2025–2026 handbook recommends public transport and cautions that on-site parking is first-come, first-served and not guaranteed. Applicants should confirm the current shuttle stops and schedule before choosing accommodation. Housing may be located away from campus: the supported options include the private Fole residence, public accommodation in Tirana’s Student City, or independently rented apartments. Because accommodation charges are not included in tuition, prospective students should assess rent and commuting together rather than comparing study fees alone.
Costs & Career Outcomes
The official fee page published in February 2026 lists semester charges in Albanian lek. Art and Design and Civil Engineering are each 180,000 ALL per semester; Computer Science, Business Administration, and Software Engineering and AI are each 150,000 ALL. Within the five-year integrated routes, Architecture and Urban Design is 195,000 ALL per semester and Urban Planning and Management is 150,000 ALL. The two professional programs are listed at 75,000 ALL per semester. These are posted study fees, not a complete cost of attendance, and applicants should obtain a written confirmation for their intake and ask about registration, materials, studio, or other program-specific charges. Accommodation is separate from tuition. The university does not publish a comprehensive 2026 housing price on the campus page, so students should request current quotations directly from the residence or compare private rentals. Scholarships exist, but eligibility depends on the university’s applicable scholarship rules; no reduction should be assumed before receiving an award decision. The 2026 doctoral page states a minimum total program cost of €10,000 over three years for the joint Polis–Ferrara doctorate. It also describes a 50 percent institutional contribution for Polis staff and research contracts for full-time staff or researchers, conditions that should not be generalized to other doctoral candidates. Career preparation includes individual or group counselling through the Office of Student Support and Career Counselling. The university held a Career Fair in March 2026 with companies and industry professionals, networking, and guidance on CVs, cover letters, and interviews. No verified graduate salary, placement rate, or employer-outcome dataset was found, so applicants should ask programs for recent, documented outcomes.
